Bauchi State Gender in Education Policy 2026–2030

A comprehensive five-year policy framework for mainstreaming gender equality and social inclusion across all levels of education in Bauchi State — from ECCDE through tertiary. Includes School Re-entry Guidelines as an integral operational component.

What the Policy Is Designed to Achieve

The Gender in Education Policy provides a systematic framework for closing gender gaps in access, participation and completion across Bauchi State's public schools. It establishes binding commitments for the Ministry of Education, SUBEB, LGEAs, schools and community actors — with financing requirements for each.

By 2027, all public JSS/SSS schools shall adopt and publicize the Bauchi State Re-entry SOP, including referral pathways and anti-stigmatization standards.

Financing Requirements

Budget Implications (2026–2030)

  • Allocate a minimum of 2% of the annual State education budget to gender mainstreaming initiatives by 2026, rising to 5% by 2030.
  • School re-entry programme costs are estimated at ₦420M per year for full state-wide implementation across all 20 LGAs.
  • WASH gender-sensitive facilities upgrade across schools carrying adolescent girls: estimated ₦1.8B over three years.
  • Guidance and counselling services: every school to have at least one trained counsellor or safeguarding officer by 2030.
  • Neither a dedicated gender budget line nor a re-entry implementation budget line appears in the approved FY 2026 education budget.
  • The policy shall run for 5 years and go through mid-term review in 2028, incorporating M&E results and emerging needs.
