How to use this data

LGA-level data should be used to target budget allocations and teacher postings — not state averages. Statewide indicators may appear acceptable while masking acute crises in specific LGAs. Critical-priority LGAs (Zaki, Toro, Itas-Gadau) require dedicated budget lines, emergency teacher deployment and WASH investment independent of the statewide allocation formula.
