Why it matters
Overcrowded classrooms directly reduce teaching quality, increase teacher stress, impair pupil health, and are particularly harmful to girls' retention. At 122:1, multi-shift schooling and outdoor instruction are common — both associated with lower learning outcomes.
Equity lens
Rural LGAs consistently record higher PCRs. Zaki (265:1), Toro (203:1), Katagum (211:1) and Ningi (197:1) are above 190:1 — more than four times the target. These are also LGAs with the lowest female enrolment rates.
Financing implication
Reaching a PCR of 60:1 statewide (a realistic five-year target) requires constructing or rehabilitating approximately 10,000 classrooms. At a conservative construction cost of ₦5M per classroom, this implies ₦50bn in capital investment — nearly 38% of the annual education budget.
Recommended response
Ministry of Education and Budget Office should commission an Emergency Classroom Infrastructure Assessment to prioritise the highest-PCR LGAs for immediate capital allocation in the FY 2027 budget.

What the data shows
3,972 public primary classrooms are unusable — representing approximately 16% of the total classroom stock. An additional 4,156 need major repair. Combined, more than 30% of the existing classroom infrastructure is not functioning at full capacity.
Why it matters
Unusable classrooms represent a significant lost asset. Resources have been invested in these structures, and restoring them to service is typically cheaper than new construction. Failure to maintain existing stock accelerates infrastructure decay.
Equity lens
Infrastructure deterioration is concentrated in the oldest schools — predominantly rural primary schools built in the 1970s–1990s. These schools disproportionately serve lower-income communities with the fewest resources for community-led maintenance.
Financing implication
Rehabilitation of the 3,972 unusable classrooms at an average cost of ₦2M per classroom would require ₦7.94bn — a one-time capital investment achievable within three budget cycles if prioritised.
Recommended response
SUBEB should conduct an annual condition assessment of all public primary infrastructure and publish a prioritised rehabilitation plan with cost estimates for each LGA.
